Behavior expected of mental patients: a study of inpatients and the treatment staff at the Fresno County Department of Mental Health

Agencies which are partially or wholly tax supported are accountable to the public. Public accountability, according to the Action Trust Society, implies control authority.1 Thus, public supported agencies have a formalized organizational structure. When this structure is formalized, it becomes bureaucratic in nature. The effect this formalized s tructure may have on the services rendered by an organization is the major theme of this study.
